Prepare the Squid
Rinse the cleaned squid rings under cold water and pat dry with paper towels.

Make the Batter
In a large bowl, combine the flour, cornstarch, salt, black pepper, garlic powder, and cayenne pepper. Gradually whisk in the cold water until you have a smooth batter.

Heat the Oil
In a deep frying pan or pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Calamari
Dip the squid rings into the batter, allowing excess to drip off. Carefully add them to the hot oil, frying in batches to avoid overcrowding. Fry for about 2-3 minutes or until golden brown.

Drain and Serve
Remove the fried calamari with a slotted spoon and drain on paper towels. Serve hot with spicy marinara sauce on the side.
