    In a large skillet, melt the butter over medium heat. Stir in the flour and cook for about 1 minute until bubbly. Gradually whisk in the milk, bringing it to a simmer. Continue whisking until the sauce thickens.

    Remove the skillet from heat and stir in the cheddar and Gruyère cheeses until melted and smooth. Season with salt, black pepper, and paprika.
