Prepare the Filling
In a mixing bowl, combine ground pork or beef with chopped cabbage, green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are thoroughly combined.
Fill the Dumplings
Take a gyoza wrapper and place about 1 tablespoon of filling in the center. Moisten the edges of the wrapper with water, fold in half, and pinch to seal tightly. Repeat with remaining wrappers and filling.
Cook the Dumplings
Heat oil in a non-stick skillet over medium heat. Place dumplings in the skillet and fry for about 2-3 minutes until the bottoms are golden brown. Carefully add water to the skillet and cover immediately to steam the dumplings for 5-6 minutes.
Serve
Once the water has evaporated, remove the lid and let the dumplings fry for an additional minute until the bottoms are crispy. Serve hot with soy sauce or your favorite dipping sauce.
