Prepare the Tempura Batter
In a large mixing bowl, combine all-purpose flour, cornstarch, baking powder, and salt. Gradually whisk in the ice cold water until just combined. The batter should be lumpy; do not overmix.
Heat the Oil
In a deep frying pan or pot, heat the vegetable oil to 350°F (175°C). You can test the oil by dropping a small amount of batter into it; it should sizzle and float to the surface.
Batter the Shrimp
Dip each shrimp in the tempura batter, ensuring they are well-coated.
Fry the Shrimp
Carefully place the battered shrimp into the hot oil, frying in batches to avoid overcrowding. Fry for about 2-3 minutes or until golden brown and crispy. Use a slotted spoon to remove them and place on a paper towel to drain excess oil.
Prepare the Tempura Sauce
In a small bowl, mix together soy sauce, mirin, and dashi stock to create the tempura dipping sauce.
Serve
Arrange the fried shrimp on a plate, garnish with grated daikon radish, and serve with the tempura dipping sauce.
