Prepare the Chicken Wings
Preheat the oven to 425°F (220°C). In a large bowl, toss the chicken wings with olive oil, salt, black pepper, and togarashi seasoning until evenly coated.

Bake the Wings
Spread the wings in a single layer on a baking sheet lined with parchment paper. Bake for 35-40 minutes, flipping halfway through, until crispy and golden brown.

Make the Nuoc Cham Sauce
In a small bowl, whisk together the fish sauce, lime juice, sugar, water, minced garlic, and sliced chili pepper until the sugar is dissolved.

Serve
Once the wings are done, remove them from the oven and let them rest for a few minutes. Serve with the nuoc cham sauce on the side and garnish with fresh mint leaves and toasted cashews.
