Prepare the Filling
In a large skillet over medium heat, add a small amount of vegetable oil. Sauté garlic for about 30 seconds until fragrant. Add cabbage, carrots, bell pepper, and green onions. Stir-fry for about 5-7 minutes until veggies are tender. Stir in soy sauce and sesame oil, then remove from heat and let cool.

Assemble the Eggrolls
Lay an egg roll wrapper on a clean surface with one corner facing you. Place about 2 tablespoons of the cooled vegetable mixture in the center. Fold the corner over the filling, then fold in the sides and roll up tightly. Seal the edge with a little water.

Fry the Eggrolls
Heat vegetable oil in a deep frying pan or pot over medium-high heat. Once hot, carefully add the eggrolls in batches, frying for about 3-4 minutes or until golden brown and crispy. Remove and drain on paper towels.

Serve warm with sweet chili dipping sauce.
