Prepare the Shellfish Herb Broth
In a medium saucepan, heat 1 tablespoon of olive oil over medium heat. Add minced garlic and chopped shallots, sauté until translucent. Pour in the shellfish broth and bring to a simmer. Add corn, hominy, and diced poblano pepper. Season with salt and black pepper. Let simmer for 10-15 minutes until the flavors meld together.
Cook the Halibut
In a large skillet, heat the remaining tablespoon of olive oil over medium-high heat. Season halibut fillets with salt and black pepper. Once the oil is hot, add the halibut fillets skin-side down and cook for about 4-5 minutes until the skin is crispy. Carefully flip the fillets and cook for another 3-4 minutes until the fish is opaque and flakes easily with a fork.
