Marinate the Pork
In a large bowl, combine minced garlic, fish sauce, soy sauce, black pepper, and the pork belly. Mix well and let it marinate for at least 2 hours, preferably overnight in the refrigerator.
Prepare the Dipping Sauce
In a small bowl, mix chili flakes, lime juice, and chopped cilantro. Set aside.
Coat the Pork
After marinating, remove the pork from the marinade and let excess marinade drip off. Dredge the pork belly pieces in rice flour until well coated.
Fry the Pork
In a deep frying pan or pot, heat vegetable oil over medium-high heat. Once hot, carefully add the coated pork belly pieces and fry until golden brown and crispy, about 5-7 minutes per side. Remove and drain on paper towels.
Serve
Serve the crispy pork belly hot with the dipping sauce on the side.
