    Make the Dough

    In a large bowl, combine flour and salt. Cut in butter until mixture resembles coarse crumbs. Stir in egg and gradually add cold water until dough comes together. Knead briefly on a floured surface. Wrap in plastic wrap and refrigerate for 30 minutes.

    Prepare the Filling

    In a skillet, heat olive oil over medium heat. Add onion, bell pepper, and garlic; sauté until softened. Add ground beef or chicken, cumin, paprika, salt, and black pepper. Cook until meat is browned. Stir in parsley and remove from heat. Let cool.

    Assemble the Empanadas

    Preheat the oven to 375°F (190°C). Roll out the dough on a floured surface to about 1/8 inch thick. Cut out circles using a 4-inch cutter. Place a tablespoon of filling in the center of each circle. Fold the dough over to form a half-moon shape and seal the edges by crimping with a fork.

    Place empanadas on a baking sheet lined with parchment paper. Bake for 25-30 minutes or until golden brown. Serve warm.
