Prepare the Ice Cream
Scoop the ice cream into balls and place them on a baking sheet lined with parchment paper. Freeze for at least 2 hours until firm.

Make the Tempura Batter
In a bowl, mix the all-purpose flour, cornstarch, baking powder, and then gradually add the ice-cold water, stirring until smooth. The batter should be thick enough to coat the ice cream.

Heat the Oil
In a deep pot, heat the vegetable oil to 350°F (175°C).

Coat the Ice Cream
Remove the ice cream balls from the freezer and dip each ball into the tempura batter, ensuring they are fully coated.

Fry the Ice Cream
Carefully place the battered ice cream balls into the hot oil, frying them in batches for about 30 seconds until golden brown. Remove with a slotted spoon and drain on paper towels.

Dust the tempura ice cream with powdered sugar and serve immediately with chocolate sauce, whipped cream, and chopped nuts if desired.
