Cook the Rice
Rinse the white rice under cold water until the water runs clear. Cook the rice in a rice cooker or on the stove according to package instructions. Once cooked, fluff with a fork and keep warm.

Prepare the Pork Loin
In a bowl, mix together the soy sauce, brown sugar, minced garlic, salt, and pepper. Marinate the pork loin in the mixture for at least 30 minutes or overnight in the refrigerator for best flavor.

Cook the Pork Loin
Preheat the oven to 375°F (190°C). Heat vegetable oil in a skillet over medium-high heat. Sear the marinated pork loin on all sides until browned, about 5 minutes total. Transfer to a baking dish and roast in the oven for about 25-30 minutes, or until the internal temperature reaches 145°F (63°C).

Prepare the Macaroni Salad
While the pork is cooking, prepare the macaroni salad. Cook macaroni according to package instructions, drain, and cool. In a bowl, mix the cooled macaroni with mayonnaise, diced celery, diced carrots, and season with salt and pepper to taste.

Serve
Once the pork is done, let it rest for 5 minutes before slicing. To serve, plate a scoop of rice, a portion of pork, a generous serving of macaroni salad, and garnish with chopped green onions.
