In a large mixing bowl, combine the ground pork and ground beef. Use your hands or a spoon to mix them together until thoroughly combined.

To the meat mixture, add salt, black pepper, garlic powder, paprika, red pepper flakes, dried oregano, and fennel seeds. Mix well to ensure the spices are evenly distributed throughout the meat.

Pour in the olive oil and water. Use your hands to mix the ingredients again until everything is well combined and the mixture is slightly sticky.

Cover the bowl with plastic wrap and refrigerate for at least 30 minutes. This allows the flavors to meld together.
