Prepare the Chicken
In a large bowl, mix flour, cornstarch, cayenne pepper, salt, and black pepper. In another bowl, whisk together eggs and milk.

Coat the Chicken
Dip each chicken breast into the egg mixture, then coat it thoroughly with the flour mixture. Set aside.

Fry the Chicken
In a large skillet, heat vegetable oil over medium heat. Fry the chicken breasts for about 6-7 minutes on each side until golden brown and cooked through. Remove and drain on paper towels.

Make the Honey Pecan Sauce
In a small saucepan, combine honey, chopped pecans, and soy sauce. Heat over medium-low heat, stirring occasionally, until warm and well combined.

Cook the Rice
In a medium pot, bring water to a boil. Add rice, reduce heat to low, cover, and simmer for about 18-20 minutes or until rice is tender and water is absorbed.

Plate the fried chicken on a bed of rice and drizzle the honey pecan sauce over the top. Enjoy!
