In a mixing bowl, combine cream cheese, shredded cheddar cheese, black beans, corn, diced red bell pepper, diced green onions, chopped cilantro, cumin, chili powder, salt, and black pepper. Mix until well combined.

Spread an even layer of the filling mixture onto each tortilla, leaving about a half-inch border around the edges. Roll each tortilla tightly from one end to the other.
