Finely chop the fresh tuna fillet into small pieces or pulse briefly in a food processor until coarsely minced.

In a bowl, combine the chopped tuna, bread crumbs, egg, green onions, parsley, garlic powder, black pepper, and salt. Mix well until all ingredients are fully incorporated.

Using your hands, form the mixture into small patties or cutlets, about 1 inch thick.

In a large skillet, heat oil over medium heat. You want enough oil to cover the bottom of the skillet.
