Prepare the Batter

Preheat your oven to 350°F (175°C). In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Add eggs, milk, vegetable oil, and vanilla extract. Mix until smooth. Slowly stir in boiling water until well combined. Fold in chocolate chips.

Pour the batter into a greased 9x13 inch baking pan. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool and Serve

Let the dessert cool in the pan for about 10 minutes, then transfer to a wire rack to cool completely. Once cooled, dust with powdered sugar and serve with whipped cream on top.
