1. Preheat the Oven

Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

2. Mix Dry Ingredients

In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

3. Combine Wet Ingredients

In another bowl, whisk together the eggs, milk, vegetable oil, and vanilla extract until well combined.

4. Mix Together

Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Carefully stir in the boiling water until the batter is smooth.

5. Bake the Cake

Divide the batter evenly between the prepared cake pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

6. Cool the Cakes

Allow the cakes to cool in the pans for 10 minutes, then transfer them to a wire rack to cool completely.

Fudge Layer Preparation

7. Melt the Fudge Ingredients

In a saucepan over low heat, combine the chocolate chips, sweetened condensed milk, and butter. Stir constantly until melted and smooth.

8. Layer the Fudge

Once the cake layers have cooled, place one layer on a serving plate. Pour half of the fudge mixture over the first layer, spreading it to the edges. Place the second cake layer on top and pour the remaining fudge over it.

In a bowl, beat together the cocoa powder, butter, powdered sugar, vanilla extract, and milk until smooth and creamy.

10. Frost the Cake

Spread the frosting over the top and sides of the cake, ensuring an even layer.
