Prepare the Rice
In a pot, bring 2 cups of water to a boil. Add 1 cup of jasmine rice and a pinch of salt. Reduce heat to low, cover, and simmer for 15 minutes until rice is tender. Remove from heat and let it sit covered for another 5 minutes.
Slice the Beef
While the rice is cooking, slice the beef sirloin into thin strips. Season with salt and black pepper.
Prep the Vegetables
Thinly slice the longhorn peppers and mince the garlic and ginger.
Sauté the Beef
In a large skillet or wok, heat 2 tablespoons of vegetable oil over medium-high heat. Add the beef and stir-fry until browned, about 3-4 minutes. Remove beef from skillet and set aside.
Combine and Serve
Return the beef to the skillet, add Shaoxing wine and soy sauce, and stir well. Cook for an additional 2 minutes until everything is heated through. Serve the beef mixture over the jasmine rice.
