Make the Batter
In a bowl, mix the all-purpose flour, cornstarch, salt, and cold water until smooth.

Fry the Mushrooms
Heat vegetable oil in a deep frying pan over medium-high heat. Dip each mushroom into the batter and carefully place it in the hot oil. Fry until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

Prepare the Sauce
In a saucepan, combine soy sauce, brown sugar, rice vinegar, gochugaru, and sesame oil. Heat over medium heat until the sugar dissolves and the sauce thickens slightly, about 5-7 minutes.

Glaze the Mushrooms
In a large bowl, toss the fried mushrooms with the sweet and sour sauce until evenly coated.

Garnish with sesame seeds and chopped green onions. Serve hot.
