Prepare the Filling
In a large mixing bowl, combine ground beef, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, black pepper, and grated carrot. Mix well until all ingredients are fully incorporated.

Assemble the Mandu
Take a mandu wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges of the wrapper with water, fold in half, and press the edges to seal tightly. Repeat with remaining wrappers and filling.

Cook the Mandu
You can either steam, pan-fry, or boil the mandu. For pan-frying, heat a tablespoon of oil in a skillet over medium heat. Add the mandu and cook until they are golden brown on one side, then add a splash of water to the pan, cover, and steam until cooked through (about 5-7 minutes).
