Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5 minutes until it blooms.

Heat Cream and Sugar
In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat, stirring occasionally until the sugar has dissolved and the mixture is hot but not boiling.

Add Gelatin
Remove the saucepan from heat and stir in the bloomed gelatin until fully dissolved. Then, mix in the vanilla extract.

Pour into Molds
Pour the mixture into individual serving glasses or molds. Allow to cool at room temperature for about 30 minutes.

Refrigerate
Cover with plastic wrap and refrigerate for at least 4 hours, or until set.

Serve
To serve, gently run a knife around the edges of the panna cotta and invert onto a plate, or serve directly in the glasses. Optionally, top with fresh berries or a fruit coulis.
