Prepare the Beef
In a large skillet, combine the shredded beef with chili powder, cumin, garlic powder, salt, black pepper, and water. Cook over medium heat, stirring occasionally, until the beef is heated through and the spices are well combined, about 10 minutes.

Warm the Tortillas
In a separate skillet or on a griddle, warm the flour tortillas over medium heat until they are soft and pliable, about 1-2 minutes on each side.

Assemble the Burrito
Place a portion of the spicy shredded beef in the center of each warm tortilla. Top with a generous amount of chile con queso and guacamole.

Roll the Burrito
Fold in the sides of the tortilla and then roll it up tightly from the bottom to the top to enclose the filling.

Serve
Cut the burritos in half and serve immediately with additional guacamole and chile con queso on the side, if desired.
