Prepare the Dough
In a large bowl, mix the warm water and active dry yeast. Let it sit for about 5 minutes until frothy. Add the flour, salt, and corn oil. Knead the mixture until a smooth dough forms. Cover it and let it rise in a warm place for about 1 hour or until doubled in size.

Prepare the Filling
In a skillet, heat a little corn oil over medium heat. Add the chopped onion and sauté until translucent. Add the ground meat, green and red bell peppers, black pepper, and additional salt to taste. Cook until the meat is browned and the vegetables are tender. Remove from heat and let it cool slightly.

Assemble Etli Ekmek
Preheat your oven to 475°F (245°C). Once the dough has risen, punch it down and divide it into two equal portions. Roll out each portion into a thin oval shape. Place the filling mixture evenly on top of each rolled-out dough, leaving a small border around the edges.

Bake
Transfer the assembled Etli Ekmek onto a baking sheet. Bake in the preheated oven for about 15-20 minutes or until the edges are golden and crisp.

Remove from the oven, let it cool slightly, then cut into slices and serve warm.
