Prepare the Fish
Rinse the fish fillets under cold water and pat dry with a paper towel. Season both sides with salt and black pepper.

Set up Breading Station
In three separate bowls, place flour in the first, beaten eggs in the second, and panko breadcrumbs in the third.

Bread the Fish
Dredge each fish fillet in flour, shaking off the excess. Dip into the egg, then coat with panko breadcrumbs, pressing gently to adhere.

Fry the Fish
In a large skillet, heat vegetable oil over medium heat. Add the breaded fish fillets and cook for about 3-4 minutes on each side, or until golden brown and cooked through. Remove and drain on paper towels.

Make Kimchi Tartar Sauce
In a bowl, combine the chopped kimchi, mayonnaise, and fish sauce. Mix until well combined.

Prepare Sesame Cabbage
In a separate bowl, toss shredded cabbage with sesame oil and sesame seeds until evenly coated.

Assemble the Sandwiches
On each sesame seed bun, spread a generous amount of kimchi tartar sauce. Add a piece of crispy fish and top with sesame cabbage. Close the bun and serve.
