    Prepare the Bulgur

    Place the bulgur wheat in a bowl and cover it with water. Let it soak for about 30 minutes until it softens. Drain any excess water.

    Mix the Kibbeh Filling

    In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the chopped onion and sauté until translucent. Add the ground meat, pine nuts, cinnamon, allspice, salt, and pepper. Cook until the meat is browned. Stir in the parsley and set aside to cool.

    Prepare the Kibbeh Shell

    In a large mixing bowl, combine the soaked bulgur, remaining ground meat, and seasonings. Mix well until combined and have a dough-like consistency.

    Shape the Kibbeh

    Take a handful of the meat mixture and shape it into a ball. With your thumb, create a hollow center. Fill with the meat filling and seal the edges, shaping it into an oval or football shape.

    Cook the Kibbeh

    In a large pot, heat the remaining olive oil. Fry the kibbeh until browned on all sides, about 4-5 minutes. Alternatively, bake in a preheated oven at 375°F (190°C) for 25-30 minutes.
