Make the Chips
Heat vegetable oil in a large skillet over medium-high heat. Cut corn tortillas into triangles. Fry the tortilla triangles in the hot oil until golden and crispy, about 2-3 minutes on each side. Remove from oil and drain on paper towels. Season with salt.

Prepare the Cheese Sauce
In a saucepan, melt butter over medium heat. Add flour and whisk continuously for about 1 minute to form a roux. Gradually add milk while whisking to avoid lumps. Cook until the mixture thickens. Stir in shredded cheddar cheese and cream cheese until melted and smooth. Add paprika and black pepper to taste.

Arrange the crispy tortilla chips on a serving platter and drizzle or serve the cheese sauce on the side for dipping.
