Prepare the Quail Eggs

Bring a small pot of water to a boil. Carefully add the quail eggs and boil for about 2-3 minutes for soft-boiled or 4-5 minutes for hard-boiled. Remove them from the pot and place them in cold water to stop the cooking process. Once cool, gently peel the eggs and set aside.

Make the Sauce

In a small bowl, mix together the soy sauce, mirin, and sesame oil. Adjust the flavor with salt and black pepper to taste.

Assemble the Tobi-Tama

On a serving plate, place the peeled quail eggs. Top each egg with a generous spoonful of flying fish roe. Drizzle the sauce over the eggs and roe, and garnish with chopped chives or green onions.
