Prepare the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a soft dough forms. Knead on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
After the dough has rested, divide it into two halves. Roll out each half on a floured surface until it is about 1/8 inch thick. Cut into 3-inch squares.

Fill the Dumplings
Place a teaspoon of the lamb filling in the center of each square. Fold the dough over to form a triangle and pinch the edges to seal tightly.

Steam the Dumplings
Arrange the dumplings in a steamer basket lined with parchment paper. Steam over boiling water for about 20-25 minutes, or until the dumplings are cooked through.

Prepare the Garlic Sauce
In a small bowl, mix minced garlic with a pinch of salt and a tablespoon of water to create a garlic sauce.

Serve
Serve the steamed manti warm, drizzled with garlic sauce and garnished with additional fresh mint if desired.
