1. Cook the Rice
In a medium saucepan, combine the rice and chicken broth. Bring to a boil, reduce heat to low, cover, and simmer for about 18-20 minutes until the rice is cooked and liquid is absorbed.
2. Prepare the Red Beans
In a separate pot, heat a little oil and sauté the onion, bell pepper, celery, and garlic until soft. Add the red kidney beans, cumin, salt, black pepper, and bay leaf. Stir well and simmer for about 10-15 minutes.
3. Combine and Serve
Remove the bay leaf from the beans. Serve the red beans over the rice, topped with the crispy chicken and garnished with green onions.
