    Prepare the Dry Ingredients

    In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

    Combine Wet Ingredients

    In another bowl, beat the eggs and then add the milk, vegetable oil, and vanilla extract. Whisk until smooth and thoroughly mixed.

    Mix Wet and Dry Ingredients

    Gradually add the wet ingredients to the dry ingredients, stirring until just combined. Be careful not to overmix.

    Add Boiling Water

    Carefully stir in the boiling water. The batter will be thin; this is normal.

    Fold in Chocolate Chips

    Gently fold in the chocolate chips until evenly distributed throughout the batter.

    Prepare for Baking

    Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

    Pour the batter into the prepared baking pan and bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

    Cool and Serve

    Allow the dessert to cool in the pan for about 10 minutes. Then transfer to a wire rack to cool completely before cutting into squares and serving.
