Cook the Pasta
In a large pot, bring salted water to a boil. Add elbow macaroni and cook until al dente, according to package instructions. Drain and set aside.

Make the Cheese Sauce
In the same pot, melt butter over medium heat. Stir in flour and cook for 1-2 minutes until golden. Gradually whisk in milk, stirring constantly until thickened. Remove from heat and stir in Monterey Jack and mozzarella cheese until melted. Add chopped jalapenos, salt, and pepper.

Combine Pasta and Cheese Sauce
Add the cooked macaroni to the cheese sauce and mix well. Allow the mixture to cool slightly.

Form the Bites
Once cooled, using your hands, form the mac 'n cheese mixture into bite-sized balls.

Fry the Bites
In a deep fryer or a large pot, heat oil over medium heat. Fry the bites in batches until golden brown, about 3-4 minutes. Drain on paper towels.

Serve the jalapeno mac 'n cheese bites warm, optionally with a dipping sauce of your choice.
