Prepare the Cocoa Mixture
In a medium saucepan, combine cocoa powder and sugar. Gradually whisk in milk until smooth. Heat over medium heat, stirring frequently until the mixture is hot but not boiling.

Remove the saucepan from heat and stir in the vanilla extract.
