In a large bowl, combine the flour, cornmeal, baking powder, salt, black pepper, and cayenne pepper. Mix well.

Add the beaten egg and milk to the dry ingredients and mix until just combined. Fold in the chopped conch, green onions, and bell pepper.

In a deep skillet, heat vegetable oil over medium heat until hot.

Spoon the batter into the hot oil, frying until golden brown on each side, about 3-4 minutes. Drain on paper towels.

In a bowl, mix together mayonnaise, Dijon mustard, chopped capers, hot sauce, lemon juice, and paprika until smooth.
