Beef Marinade

Prepare the Marinade
In a bowl, combine the soy sauce, cornstarch, vegetable oil, ginger, and minced garlic. Mix well.

Marinate the Beef
Slice the beef sirloin into thin strips and add it to the marinade. Ensure all beef pieces are well-coated. Cover the bowl and let it marinate for at least 30 minutes.
Cooking the Rice

Rinse the Rice
In a fine mesh strainer, rinse the long-grain rice under cold water until the water runs clear.

Cook the Rice
In a saucepan, combine the rinsed rice, water, and salt. Bring it to a boil, then reduce the heat to low, cover, and let it simmer for about 15 minutes or until the water is absorbed and the rice is tender.
Stir-Frying

Stir-Fry the Vegetables
In a large skillet or wok, heat a tablespoon of vegetable oil over medium-high heat. Add the sliced onions, red bell pepper, green bell pepper, and chili pepper. Stir-fry for about 3-4 minutes until they are slightly tender.

Cook the Beef
Add the marinated beef to the skillet with the vegetables. Stir-fry for 5-7 minutes until the beef is cooked through and browned.

Add Sauce
Pour in the additional soy sauce and brown sugar. Stir well to combine all ingredients and cook for another 1-2 minutes until the sauce thickens slightly.
