In a mixing bowl, combine the flour, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.

Coat the Fish
Pat the fish fillets dry with paper towels. Dip each fillet into the batter, ensuring it is fully coated.

Fry the Fish
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until hot. Carefully add the battered fish fillets to the oil, frying them in batches if necessary. Fry for about 5-7 minutes or until golden brown and crispy. Remove the fish and drain on paper towels.

Prepare the Potatoes
Peel the potatoes and cut them into fries (about 1/4 inch thick). Rinse the fries in cold water to remove excess starch, then pat them dry with paper towels.

In a deep frying pan or pot, heat the vegetable oil over medium-high heat. Once hot, add the fries in batches and fry for about 5-6 minutes or until they are golden brown and crispy. Remove and drain on paper towels, then season with salt.
