Prepare the Batter
In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper.

Mix Wet and Dry Ingredients
Gradually add the wet mixture to the dry ingredients, stirring until the batter is smooth.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the Shrimp
Dip each shrimp into the batter, allowing excess to drip off.

Fry the Shrimp
Carefully place the battered shrimp into the hot oil, frying in batches to avoid overcrowding. Fry for 2-3 minutes or until golden brown. Remove with a slotted spoon and drain on paper towels.

Prepare the Potatoes
Peel the russet potatoes and cut them into thin strips to form fries.

Soak the cut fries in cold water for at least 30 minutes to remove excess starch.

Pour the dressing over the cabbage and carrot mixture, tossing to coat evenly.
