    Prepare the filling

    In a large mixing bowl, combine the finely shredded carrot, finely shredded cabbage, finely sliced bell pepper, chopped green onion, finely chopped mushrooms, and minced garlic.

    Season the filling

    Add soy sauce, black pepper, and salt to the vegetable mixture. Mix well until all ingredients are evenly coated.

    Assemble the spring rolls

    Lay a spring roll wrapper on a clean surface with one corner pointing towards you. Place about 2 tablespoons of the filling mixture near the corner closest to you. Fold the corner over the filling, then fold in the sides, and roll tightly away from you. Seal the edge with a bit of water. Repeat with remaining wrappers and filling.

    Heat the oil

    In a deep frying pan or wok, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Fry the spring rolls

    Carefully place a few spring rolls in the hot oil, making sure not to overcrowd the pan. Fry for about 3-4 minutes or until golden brown and crispy, turning occasionally.

    Drain and serve

    Remove the spring rolls from the oil and place them on a plate lined with paper towels to drain excess oil. Serve hot with dipping sauce.
