Make the Dough
In a large bowl, mix the all-purpose flour and salt. Gradually add the boiling water while stirring with chopsticks or a fork until the dough begins to come together. Once cool enough to handle, knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
After the dough has rested, divide it into 4 equal portions. Roll out each portion into a thin circle (about 8 inches in diameter). Brush a thin layer of vegetable oil over the surface, then sprinkle a generous amount of chopped scallions on top.

Roll and Shape
Starting from one edge, roll the dough tightly into a log. Then coil the log into a spiral shape and flatten slightly with your palm. Roll out the coiled dough again into a larger circle, about 6-7 inches in diameter.

Cook the Pancakes
Heat a frying pan over medium-high heat and add a tablespoon of vegetable oil. Place the pancake in the pan and cook for about 3-4 minutes on each side or until golden brown and crispy. Repeat with the remaining dough.

Prepare Dipping Sauce
In a small bowl, mix the soy sauce, vinegar, and sesame oil to create a dipping sauce.

Cut the scallion pancakes into wedges and serve hot with the dipping sauce.
