Prepare the Balsamic Onions
In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the sliced onion and cook until softened. Stir in balsamic vinegar and cook until the onions are caramelized. Set aside.

Cook the Mushrooms
In the same skillet, add another tablespoon of olive oil and sauté the sliced mushrooms until golden brown. Season with salt and pepper. Set aside.

Prepare the Risotto
In a large saucepan, heat the vegetable broth and keep it warm over low heat. In another pot, heat the remaining tablespoon of olive oil. Add the Arborio rice and toast for 2 minutes, stirring frequently.

Add Broth Gradually
Add one ladle of warm vegetable broth to the rice and stir continuously until absorbed. Repeat this process, adding broth one ladle at a time, until the rice is creamy and al dente (about 20 minutes).

Finish the Risotto
Stir in the heavy cream, sautéed mushrooms, and chopped watercress. Add the grated Parmesan cheese and mix well. Adjust seasoning with salt and pepper.

Serve
Plate the risotto and top with balsamic onions. Drizzle with chive oil before serving.
