Make the Pie Crust
In a mixing bowl, combine flour, sugar, and salt. Cut in butter until mixture resembles coarse crumbs. Stir in ice water, one tablespoon at a time, until dough comes together. Shape into a disk, wrap in plastic, and refrigerate for 30 minutes.

Prepare the Lemon Filling
In a saucepan, whisk together sugar, cornstarch, and water. Cook over medium heat until thickened. In a separate bowl, whisk the egg yolks and gradually add some of the hot mixture to temper. Return to saucepan, stir in lemon juice, zest, and butter. Cook for 2-3 minutes until thickened, then remove from heat.

Make the Meringue
In a clean mixing bowl, beat egg whites and cream of tartar until soft peaks form. Gradually add sugar and continue beating until stiff peaks form.

Assemble the Pie
Pour the lemon filling into the pre-baked crust. Spread the meringue over the filling, ensuring it reaches the edges to prevent shrinking.

Bake in a preheated oven at 350°F (175°C) for 10-15 minutes or until the meringue is golden brown. Let cool before serving.
