Prepare the Tartar Sauce
In a bowl, combine 1 cup of mayonnaise, 1 tablespoon of lemon juice, 1 tablespoon of chopped dill pickles, 1 teaspoon of capers, and salt and pepper to taste. Mix well and set aside.

Prepare the Potatoes
Peel and cut the potatoes into thick fries or chips. Soak them in cold water for at least 30 minutes to remove excess starch. Drain and pat dry.

Make the Batter
In a bowl, whisk together the flour, cornstarch, baking powder, salt, and pepper. Gradually add the cold sparkling water until you achieve a smooth batter.

Fry the Fish
Dip each haddock fillet in the batter, allowing excess to drip off. Carefully place in the hot oil and fry for about 4-5 minutes, or until the batter is golden brown and the fish is cooked through. Remove and drain on paper towels.

Serve
Serve the fish hot with the hand-cut fries or chips, and the homemade tartar sauce on the side.
