Prepare the Tempura Batter
In a mixing bowl, whisk together the flour, cornstarch, baking powder, and salt. Gradually add the ice-cold water, mixing until just combined. Do not overmix; lumps are okay.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil to 350°F (175°C).

Fry the Shrimp
Dip each shrimp into the tempura batter, allowing excess to drip off, and carefully place them in the hot oil. Fry in batches until golden brown, about 2-3 minutes. Remove and drain on paper towels.

Make the Spicy Aioli
In a small bowl, mix the mayonnaise, Sriracha, and lemon juice until well combined. Adjust spiciness to taste.

Assemble the Dish
On a serving plate, arrange the fried shrimp, avocado slices, mango slices, and top with masago. Serve with spicy aioli on the side.
