In a large bowl, combine soy sauce, sugar, garlic powder, onion powder, salt, and black pepper. Whisk until the sugar is dissolved.

Marinate the Chicken
Add the chicken thighs to the marinade and coat well. Cover and refrigerate for at least 2 hours, preferably overnight.

In a shallow dish, pour in the mochiko flour. Set aside.

Remove marinated chicken from the refrigerator. Take each piece and dredge in mochiko flour, ensuring an even coating.

In a large frying pan or deep fryer, heat the oil over medium-high heat until it reaches 350°F (175°C).

Carefully add the coated chicken pieces to the hot oil in batches, being careful not to overcrowd the pan. Fry for about 5-7 minutes on each side or until golden brown and cooked through.
