Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. In another bowl, whisk together the eggs and milk. Gradually add the wet ingredients to the dry ingredients, mixing until smooth.
Heat the Oil
In a deep frying pan or pot, heat oil over medium-high heat until it reaches 350°F (175°C).
Fry the Onion Rings
Carefully place the coated onion rings in the hot oil, frying in batches to avoid overcrowding. Fry until golden brown, about 2-3 minutes per side.
Drain and Serve
Remove the fried onion rings from the oil and place them on paper towels to drain excess oil. Serve hot with your favorite dipping sauce.
