Prepare the Dough
In a bowl, mix the wheat flour and water until a dough forms. Knead the dough for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a separate bowl, combine the ground chicken or pork, chopped cabbage, chopped onion, soy sauce, salt, black pepper, minced garlic, grated ginger, and sesame oil. Mix well until all ingredients are fully combined.

Form the Dumplings
Roll out the rested dough on a floured surface until thin. Cut out circles using a cookie cutter or glass. Place a spoonful of filling in the center of each circle, fold over, and pinch the edges tightly to seal.

Cook the Dumplings
Bring a large pot of water to a boil. Carefully drop the dumplings into the boiling water and cook for about 8-10 minutes, or until they float to the top and are cooked through.

Serve
Remove the dumplings from the pot and serve warm with additional soy sauce or dipping sauce of choice.
