Prepare the Chicken
Cut the chicken thighs into bite-sized pieces and coat them in cornstarch.

Fry the Chicken
In a large skillet or wok, heat vegetable oil over medium-high heat. Fry the chicken pieces in batches until golden brown and cooked through, about 5-7 minutes per batch. Remove and drain on paper towels.

Blanch the Broccoli
In the same skillet, add the broccoli florets and cook for 2-3 minutes until bright green and tender. Remove and set aside.

Make the Sauce
In a bowl, mix together soy sauce, rice vinegar, sugar, ginger, garlic, and water. Set aside.

Combine Everything
In the skillet, add chili oil, dry red pepper, and green onions. Stir-fry for about 30 seconds until fragrant. Add the cooked chicken and sauce to the skillet, tossing everything to coat well. Stir in the blanched broccoli.

Serve hot over steamed rice or noodles.
