Prepare the Batter
In a large mixing bowl, combine the fresh corn kernels, all-purpose flour, cornmeal, baking powder, salt, and black pepper. Mix well until evenly combined.

In a separate bowl, whisk together the eggs and milk until well blended. Add the chopped green onions and stir to combine.

Combine Mixtures
Pour the wet mixture into the dry ingredients and stir until just combined. Do not overmix; the batter should be slightly lumpy.

Heat Oil
In a large skillet, heat the vegetable oil over medium-high heat. The oil should be hot enough that a small drop of batter sizzles when added.

Fry the Fritters
Using a ladle, drop spoonfuls of batter into the hot oil, making sure to leave enough space between each fritter. Fry for about 3-4 minutes on each side or until golden brown.
