Prepare the Ingredients
Slice the beef sirloin into thin strips. Mince the garlic and ginger. Slice the bell pepper and carrot into thin julienne strips. Chop the green onions.

Cook the Noodles
Boil a pot of water and cook the lo mein noodles according to package instructions until al dente. Drain and set aside.

Stir-fry the Beef
In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium-high heat. Add the sliced beef and cook until browned, about 3-4 minutes. Remove the beef from the skillet and set aside.

Stir-fry Vegetables
In the same skillet, add another tablespoon of vegetable oil. Add minced garlic and ginger, and stir-fry for about 30 seconds until fragrant. Add the bell pepper and carrot, and stir-fry for another 2-3 minutes until slightly tender.

Combine Ingredients
Return the cooked beef to the skillet. Add the cooked lo mein noodles, soy sauce, oyster sauce, and sesame oil. Toss everything together and stir-fry for an additional 2-3 minutes until heated through. Season with salt and black pepper to taste.

Garnish with chopped green onions and serve hot.
