1. Prepare the Base

In a large paella pan or wide skillet, heat the olive oil over medium heat. Add the chopped onion and bell pepper, and sauté for about 5 minutes until softened.

2. Add Garlic and Spices

Stir in the minced garlic, diced tomatoes, saffron threads, and paprika. Cook for another 2-3 minutes until the tomatoes soften.

3. Add Rice

Add the rice to the pan, stirring to coat the grains with the mixture. Cook for 1-2 minutes.

4. Add Broth

Pour in the vegetable or fish broth, and season with salt and black pepper. Bring to a boil, then reduce heat to low and simmer uncovered for about 15 minutes.

5. Add Seafood and Peas

After 15 minutes, stir in the mixed seafood and frozen peas. Cook for an additional 5-10 minutes until the seafood is cooked and the rice is tender.

6. Rest and Serve

Remove from heat and let the paella rest for about 5 minutes. Garnish with chopped parsley and serve with lemon wedges.
