Peel and chop the potatoes. Boil in salted water until tender, about 15-20 minutes. Drain and return to pot.

Prepare the Mashed Potatoes

Add butter and milk to the potatoes, mash until smooth. Season with salt and pepper to taste. Keep warm.

In a skillet, heat olive oil over medium heat. Add minced garlic and sauté for about 30 seconds.

Sauté the Vegetables

Add chopped carrots, zucchini, and bell pepper. Sauté for 5-7 minutes until vegetables are tender. Season with salt and pepper.

In another skillet, heat a little olive oil over medium-high heat. Season the halibut filet with salt, pepper, and lemon juice.

Cook the Halibut

Cook the halibut for about 4-5 minutes on each side, or until it flakes easily with a fork.

On a plate, place a generous scoop of mashed potatoes, top with sautéed vegetables, and place the halibut filet on top of the vegetables. Garnish with fresh parsley.
